Why AI Agents Need Their Own Identity
AI agents are no longer just assistants. They increasingly act as autonomous digital workers: they interpret goals, select tools, trigger workflows, call APIs, and interact with business-critical systems like SharePoint, Dynamics, and Teams – and even external systems via MCP-connected tools.
At this point, a simple question becomes unavoidable:
Who is this agent, and who is accountable for what it does?
This is where Agent Identity becomes the control point for governance.
From Service Accounts to Digital Actors
Non-human access in Microsoft environments is still implemented through service accounts, app registrations, and managed identities. The governance problem starts when multiple workloads share the same identity: access becomes hard to scope, ownership becomes unclear, and audit trails lose meaning.
With agents, this becomes visible faster because they operate across systems and trigger actions end-to-end. If several agents run under a shared identity (especially at the scale that agents enable), investigations turn into guesswork. When something goes wrong, you can’t reliably answer:
- Which agent did this?
- Who owns it?
- What is it allowed to do?
- What business purpose does it serve?
Agents Need Their Own Identity
The practical solution is simple but powerful:
Every AI agent should have its own identity.
In Microsoft environments, this typically means one service principal or managed identity per agent, with explicit ownership, least-privilege permissions, lifecycle controls, and reliable audit trails.
Microsoft Entra Agent ID supports this model by treating agents as governed non-human identities, managed like users and applications.
An agent is no longer “just code”. It becomes a digital actor with an identity.
The Agent Registry: Making Ownership Explicit
Identity alone is not enough. To make accountability operational, each agent should be registered with clear metadata: Owners (technical owners), Sponsors (business owners), approved use case, data classification, and risk tier.
This creates an Agent Registry: no agent exists without a defined purpose and accountable owner. It’s a simple pattern, but it prevents “shadow AI” and makes accountability operational.
Operationalizing Agent Identity: Enforceable Access Boundaries
Once every agent has its own identity, governance becomes enforceable. In Microsoft environments, the access boundary is typically implemented through Azure RBAC, Microsoft Graph permissions, Conditional Access, and Microsoft Entra ID Governance.
Together, these mechanisms define what an agent can do, where it can act, and under which conditions.
Designing Least-Privilege Access with Azure RBAC
Azure RBAC provides a fine-grained authorization model to grant specific actions on Azure resources. A role assignment consists of:
- Security principal (user, group, service principal, managed identity)
- Role definition (the allowed actions)
- Scope (subscription, resource group, or individual resource)
At its core, the principle of least privilege means granting only the minimal permissions required and no more to complete assigned duties. Microsoft explicitly recommends this approach in RBAC planning to reduce blast radius and minimize risk from compromised credentials.

For autonomous agents, application permissions are common. That makes permission design critical: always request the least privileged permission, treat broad directory scopes with caution, and use resource-specific consent (RSC) or scoped app roles where available. A strong pattern is segmentation: one agent identity per domain (finance, HR, IT) instead of a single super-agent.

Constraining Agent Operation with Conditional Access
Conditional Access in Microsoft Entra adds dynamic enforcement: rather than static allow/deny decisions, policies evaluate risk, device state, location, and user factors before granting access.
Examples of Conditional Access enforcement:
- Require Multi-Factor Authentication (MFA) for admins
- Block legacy authentication protocols
- Enforce compliant devices or trusted networks
For agents, Conditional Access ensures that context is considered before granting access.
Ongoing Oversight and Control
Least privilege is not a “set and forget” endeavour. Permissions drift; new features are added, tools get connected (including MCP-based tools), and temporary access can become accidentally permanent.
Access Reviews enable periodic certification of user and application access. These reviews can span:
- RBAC group memberships
- Microsoft Entra roles
- Application access
- Conditional Access exclusions
Their goal is to ensure that only users and agents who still need access retain it, meeting compliance requirements and preventing permissions creep.
With Microsoft Entra ID Governance, organizations can:
- Schedule recurring access reviews
- Automate reviewer notifications
- Require justification for continued access
- Review access exclusions in Conditional Access policies
Preventing Orphaned or Over-Privileged Agent Identities
Service principals, automation accounts, and agent identities must be routinely reviewed to avoid:
- Orphaned identities (unused apps or SPNs still in the tenant)
- Over-privileged credentials (apps holding roles/scopes they never use)
- Stale permissions that remain after a team or project sunset
Access reviews, audit logs, and tools that analyze identity usage patterns can uncover identities with excessive access or no activity. In some cases, known product gaps (e.g., stale identity objects that are not cleaned up automatically) require custom cleanup via Microsoft Graph.
Final Takeaway
Agent identity is fundamental to agent governance. However, agent governance does not stop there.
In Microsoft Copilot environments:
- Entra ID, Azure RBAC, Microsoft Graph permissions, and Conditional Access control what agents are allowed to do.
- Prompt and instruction governance, human oversight, and operational telemetry/auditability shape what agents try to do.
Only by combining both do you get autonomous agents that are not just powerful, but scalable, safe, and accountable.
